Looking at these 2. 18 limited and 2019 trd PREM. Each for 39k. What do you guys think. ?

Depends on how you will be using the 4runner.
The difference between the two is that Ltd has full time 4wd which is very beneficial for unpredictable weather,dual climate control,push start,ventilated seats,keyless entry and Xreas sport suspension which gives you a really smooth ride quality in city and on highway ,hence it’s great for daily driving.
The trd off road premium has all the off road features to play with,so if you plan to hit the trails or actually wheel in the future,then it’s a better choice and it’s easier to modify the trd than the Ltd.

Sums it up pretty well. Does the OP want on-road comfort or off-road performance? Neither is a slouch in either situation, but both excel in different circumstances.

I’ve actually had a 2016 limited. Was disappointed with some things. Like no hid lights no power lift gate not even convex mirrors. All options on rav4. Anyways I have a 2018 Tacoma off road and drivetrain is getting to me. I’ve looked at other vehicles that do have those options but I don’t have any interest in them. Explorer sport,Infiniti,even gx460. None which are rugged. They seem fragile. Except gx460. So I’m aware going in again on limited with its drawbacks.

Limited or TRD off road premium
For me the choice is easy. See the mods I did to my Trail Edition (same as Off Road) in my signature below.
It's very hard to add rock sliders to the Limited unless you cut the lower body trim off below the doors. The front and rear clearance is less due to the added body flares. If you lift the suspension you'll be removing that fancy Xreas shock system you paid extra for and all the hydraulic tubing running to the shocks. The 20" wheels are a big disadvantage for off roading because you can't air down as much as you can with 17" wheels. It's not a good vehicle for modifying to get more ground clearance but it's fine for dirt roads, snow and city driving. The leather seats and better stereo system were the only things I liked about the Limited. I can't hear that well so the better stereo was not enough for me to want one. Besides, I listen to news on NPR more than anything.
As noted above, it's easier to modify the Off Road with rock sliders, a lift and larger tires. If you go anywhere rugged you want those rock sliders, not running boards.

Seeing how you've already had a Limited and had dislikes about it I would steer clear of making that same choice the second time around especially since not a damn thing has changed on them since you owned yours.
We've owned a 2015 SR5 Premium 4x4, a 2016 Limited 4x4, and now a 2018 TRD Pro. With the SR5P I disliked how it didn't have the crawl control systems of the Trail/TRD OR or Pro. With the Limited I disliked the reduced turning radius, the reduced power due to the drivetrain loss, and the extremely narrow factory 20's that no one would mount a BFG AT to. Both went on down the road in under two years of ownership.
We hit the nail on the head with the Pro (we probably would have been just as happy with a TRD OR) because I got the crawl control system and she got the hood scoop she's always wanted lol.
I see the Limited as a great option for those that do a lot of winter driving and/or live in mountainous terrain. The push button start and keyless entry are nice as are the ventilated seats, but the perks end there and are rather limited for a top tier trim package north of $45K IMHO. Like others have already said as well, the TRD OR and Pro will certainly have the best resale value as well due in large part to the overwhelming demand for those models.

Yes but to be fair, none of the other 4runner trim levels offer HIDs, power liftgate, and convex mirrors to my knowledge.
As others have said, it seems like it all depends on how you plan on using it. For me we went LE because of its 4WD and ability to still be able to lock the center diff. The added features that the other trim levels didn't come with were just a bonus. Wheels can easily be swapped out for trail/pro 17s... heck you might get lucky enough for someone to trade you straight up. Also others have argued about value retention on the Pro but is that factoring in that you'll likely pay sticker (from what I've seen), where as I've seen as much as $5000 off of a LE (this part is speculation based on where you live I suppose).
Our plan for our LE is armor and a lift, just have to figure out which ones. For the record our LE with a 3/4" cornfed front spacer, 265/70/17s, and factory mudflaps went everywhere the lifted wranglers on 35s did at Rausch Creek this past weekend... albeit it the mudflaps did drag a little lol
