1991 4runner speed sensor

I just bought a 91 4runner and the O/D doesnt work. We think it is due to a speed sensor in the rear axle that has been cut. Does anyone know where these two wires run to?

over drive or cruise control? just want to be sure. You know it does not work because the RPMs do not drop when you engage it?

We're talking about an automatic tranny correct? Just verifying what I think I hear you asking...
