1993 4Runner Problem

Earlier today my dads 1993 4Runner was making a fluttering sound coming out of a tube or something we cant name.

I took a picture of the part here:
Its on the passenger side of the truck.

When he removed the tube the sound stopped and he felt a suction from the tube.

He put the tube back on and it started to make the sound again, then put it in drive and the sound stopped.

Back in April he had the valve cover gaskets and the motor oil cooler seal replaced. I don't know if that has anything to do with it but that's the most recent work.

So my question is what is that part and what possibly could be wrong with it.

It's your PULSED SECONDARY AIR INJECTION (PAIR) SYSTEM valve.
Most likely it had failed and needs to be replaced.
 
Thanks for the information. Looks like its a common problem.

Moneys tight so we are actually in the process of selling the truck and my dad got scared when he heard it. He bought it brand new in '93 so its kind of funny how when you try to sell a rig you've had for so long things start acting up. Its like it has a mind of its own and doesn't want to go.
