1994 4Runner OBD1 Problem

First post here, but used this forum for many years for answers to questions. Have a 1994 4Runner bought new in early 1995 now has 285 K miles. The "check engine" light is on constantly recently. No engine performance issues since it came on. Disconnecting the battery turns it off, but returns after a few minutes driving. I'm familiar with the OBD1 jumper and have used it before. However, I'm unable to get any flashes when jumpered this time. Any ideas?

There is a converter cable from the Toyota 22 pin OBD1 to standard OBD2, then you can use the OBD2 scanner. I haven't used this method, but I'd like to.
