1994 Reverse Lights Problem

I have a 1994 4 Runner V6. Both the reverse lights are out and so are the lights for the lisence plate. All the wires are connected, and look good. I replaced all the bulbs thinking that it may have been the problem, but it didnt do anything. Then I thought it may have been the fuse, but the fuse for those lights is the same fuse for all the lights on the rear end. Any suggestions on what else it could be?

One of your grounds in the tailgate is not making contact. Have you taken the tailgate apart for any reason?
