1995 4runner idle problem

My dad has been working on my youngest daughter's car and asked if I would look for forums to try to get help for the problem. He said the idle is fine when the car is stopped completely and when his foot is on the accelerator. Even if the car is pushed, the idle drops when the car gets to 2-3 MPH.

His description:
1995 Toyota 4Runner, 3.0 engine, automatic transmission, 2 wheel drive.

problem:
1) Engine idle speed drops out when the car is moving (About 2 or 3 mph and above)
2) Engine runs rough and surges when cold (Due to slow idling)but smooths out and idles good when engine warms up and car is not moving.
3) Engine runs good at all speeds but at idle when car is moving.
The engine idle speed is normal when the car is warmed up and not moving. The idle speed has been set to 800 and timing set at 10 deg. before top dead center. The engine idles good when car is stopped but when moving (even with transmission in neutral forward or reverse) and you get up to about 3 mph the idle speed drops out to about 200 rpm.
The engine runs good at all speeds except when moving and you take your foot off the gas pedal and idle engine when moving. When the car comes to a complete stop the engine idle speed returns to normal (800 rpm)

History:
The engine was leaking water ane I just repalced the head gasket. New spark plugs, thermal vacuum switch installed on water bypass. Timing has been set and idle speed adjusted to 800 rpm. The throttle body has been removed and cleaned and all ports blown out. I cannot locate any vacuum leaks. The engine was running fine except for water leak before head gasket was replaced.

My T4R had a very similar problem, all I had to do is replace the spark plug wires and that seems to have solved the problem.

Did you resolve the problem? I am having a similar problem with my 92' and so far I can see that anything from a minor tune up to major component replacement will fix the problem.
