2001 Toyota 4Runner Heat Problems

Please help!

We have done so much to this 2001 4Runner vehicle to repair the intermittent heat issue!

So far within the last one year we have replaced the following: (in order)
heater core
water pump
timing belt
thermostat
radiator
radiator cap
thermostat
and many, many coolant system flushes and flushed the heater core hoses multiple times.

The symptoms are: has hot heat only with high idle. Blows cold when switching to defrost. Of course we thought of the actuator door / blend doors / temperature control doors / servo motor - whatever you want to call them, just don't want to take off the entire dash again to do it! We also thought of the possibility of a defective water pump??
Any other suggestions from anyone else having or had the same problems???
Thank You in advance for your help!!!
We are very frustrated at this point to say it mildly!!!
