2002 Fog Light TSB

I just realized that Toyota has a TSB out for the 1999-2002 fog lights, as they may become corroded. I own a 2002, and the fog lights quit working due to corrosion. (before I knew about the TSB, I took it to a dealer, and they wanted $1,200 to replace them!!) My question is whether or not dealers are under any obligation to fix a TSB free of charge.
