2004 Horn Doesn't Work

My horn won't honk and I'm unsure of what else I can check myself. I checked all fuses and grounds and cleaned off the electrical connectors. No dice. Anybody have any ideas of what else to check? Is there a way to check inside the steering wheel? Anyone else ever had this problem?

maybe the clock spring is bad? Thats what happened to my passat when I had it, horn stopped working and I needed a new clock spring. Just an idea.
 
Hook up a voltage reader to the wires connecting to the horn itself. If you've got power there, it's a faulty horn. No power there, you know its either a fuse or the steering wheel I suppose.
 
Okay, so I tried a new horn and no dice. I took the steering wheel apart to try and understand how it works but can't see anything obvious that would inhibit horn function. The wires are in good condition and nothing is loose. I hooked up a volt meter to the wires at the horn and the steering wheel, but didn't get any reading. Maybe I'm not checking correctly.

Is there a separate relay that I need to check or maybe a part in the steering wheel that can go bad over time? Tried to follow the wires, but that's nearly impossible. I was in a front-end collision this last winter, but it didn't wreck anything past the bumper mounts. For the life of me I can't remember if the horn worked back then or not. Hardly ever use it. Of course now that its out I find myself needing it.
