2006 4runner CEL and Catalytic Converter

So I bought a 2006 4runner about a month ago. Seemed like every little detail of it was perfect. It was clearly taken very good care of. I took it to get inspected the other day and the garage found that my CEL and vsc trac light do not work. So they pulled the codes and said I need two new cats. Can anyone tell me where to start with o2 sensors or anything before I spend 1500 replacing the cats. Also I checked all of the wiring and all of the fuses and can't figure out why my CEL isn't seemingly getting any power along with the vsc trac light.

You are right to do more investigation before jumping to an expensive fix.
A second opinion from a good shop is first order of business. No way both those lights are out on their own.

When you turn the key (Key On, Engine Off), do the MIL/CEL, VSC, and TRAC Lights come on?

No they do not come on when the key is turned. I pulled the dash and seemed like all of the harnesses were connected and all fuses ok but I can't seem to find why they are not coming on. I find it hard to believe that more than one bulb would be burned out if that is the case.
