2006 4runner

Just curious, Is the 2006 4runner models have been de tuned due to EPA restrictions, because I analyzed the Performance Specification on previous years 2003-2005. It seems like 2003-2005 have more Horsepower than 2006's. Whats the deal on that? I think the base 2003-2005 model have 245-265 HP, and the upcoming 2006s decreased by 10hp. ??? Why?

The new 4Runner's have the same exact performance and engine. There is just a different method they use to rate the hp and torque that the engine produces. This is not only only Toyota/Lexus model. I don't know the specifics though.
