What is this?

Just purchased a 2006 Limited a few weeks ago and have not been able to determine what this is in the photo? It looks like a cap is missing.

isn't that the shift lock release? allows you to shift out of park without leaving the key in the ignition.

there is usually a plastic cover over it.
