22re RPM stumble, timing shows +40 degrees when throttled up

Hey guys, I apologize in advance if I fowl up any formalities writing this post.

I have a 86 22re auto that has been low on power and getting bad fuel mileage lately. I've rechecked my timing since moving to Colorado at 5k+ elevation. I have a noticeable amount of soot coming out my exhaust and moisture collecting inside the tip. When in hard braking to stop it dies, when I'm parked and put into reverse or into gear it dies.

5 degrees btdc with the jumper in and it's at 12 degrees when I pull the jumper out. Now it idles fine but when I gradually rev the engine it stumbles and then my timing jumps to +40 degrees to compensate....

New plugs and wires later, same problem....

I've been reading the 4crawler right up on the TPS adjusting and gave it a try.

(Note) there was a gap between the throttle stop screw and I adjusted it as determined by the 4crawler page dictates. No gap plus a 1/4 turn.

Bought my new tps and installed it and began the adjustment procedure.

The readouts are as follows:

1. Zero clearance reading VTA-E2 = 856, allowance (200-800)
2. 0.57 feeler gauge reading IDL-E2 = 245 allowance <2,300
3. 0.85 feeler gauge reading IDL-E2 = 1, I'm guessing this is open/infinite.
4. WOT VTA-E2 = 3,810 allowance between 3.3k-10k
5. N/A Vcc-E2 = 4.7k allowance between 3k-7k

I know my first reading is a bit higher than specs required though when I put it below 800 I can't read open/infinite on step #3.

I've been adjusting it all day and it keeps with the same problem as I cannot determine the correct setting I suppose.

Any ideas on what I'm doing wrong? I'll be adjusting more to try to reach the 5step requirement specs and updating as I go.

Update

First reading at 796
Second reasons at 207
Third reading at Open/infinite
Fourth reading at 3.9k
Fifth reading at 4.7k

Start up and it has rough idle, the timing is still set +12 degrees BTDC, I adjust the idle screw up, increase rpms and jumps 40 degrees BTDC, adjust the idle screw down and it still advances itself 40 degrees to compensate.... Jump the diagnostic port and no CEL

Now I'm really stumped.

Could it possibly be a fuel filter?

At what rpm is it jumping to 40? At about 3-4 k it should be at 40. 12 doesn't sound bad. Check tps and replace o2 sensor if you haven't in the last 40k
