22re running rich, no smog

So heres the deal
When I took it in last week for smog these were the results:

RPM: 787
HC= 426PPM (must be below 150)
NO= 0PPM
C0=2.39% (must be below1.2%)
CO2= 13.2%
O2= 0%

RPM:2353
HC=358 (must be below 180)
NO= 0 PPM
CO= .70%
Co2= 13.7%
O2= 1%


Had a High speed miss fire as well
I then replaced the spark plugs, cleaned the o2 sensor, and re****ed the timing (was at 12 now at 8) the high speed miss is now gone and the new smog results as of today are:

RPM:789
HC= 267still too high
No= 0 PPM
co= 2.43%too high
co2= 13.2%
o2=.2%

High RPM: no print out but it passed this portion!
{HC=pass} was about 80 (huge difference compared above!)

What should I check that would give it a rich mixture at idle but allow it to run just about perfect at high RPM?
Other info: No codes, Has LCengineering header with recommended heated o2 sensor, motor is rebuilt with 4000 miles on it by professional company, cat was replaced 2 years ago but may need replacement due to sinking vehicle twice and running with no o2 sensor for a few months.
Think a new cat can bring it down or should i check somewhere else first?

This is probably of no use to you but 22RE engines are notorius for leaning out at higher RPM. The easy stuff to check though would be your cold start injector, EGR, and valves.
