Just some quick thoughts...
I'm in the middle of lost-my-head-gasket-fun and I'm tearing down the engine, but I cannot get the timing gear bolts loose! My 4R is outside on the side of the house, so I have a long air hose to use with my impact. I barely got the crank bolt to break loose, and only when I stepped up the pressure in the line and the compressor had cycled. So, one thing I'm going to try is moving the thing into the garage, using a short air line, as big as I've got, and see if that helps with the power to the gun.
But... just to make sure: are they left-hand threaded? Because the last thing I want to do is tighten them more and break off a bolt!
The FSM mentions a special tool to hold the gear while you undo the bolt. Not sure where I'd find one of those, let alone do I really want to invest the $$.
