3k rpm sputter/rev limiter issue 3.4 5spd

Today was first time ive rev'd my truck above 2800 rpm and noticed it starts to sputter bog feels like its hitting a rev limiter at 29-3k rpm at idle and under load No CEL. Its a 99 3.4 5spd with 185k miles. Idles great drives great as long as you keep it under 3k rpm Ngk wires, denso plugs, denso o2 sensors, clean air filter, timing belt etc most routine maintenance done within past year.
Ive always felt this 99 to be a tad bit sluggish compared to my 96 5spd with 315k.

So far ive unbolted the cat from header and ran it open header issue still there.

Replaced Maf sensor with refurb cardone unit from advance auto

Swapped coil packs from a running 4runner over

Sprayed brake cleaner around intake area and no surges in idle

Maybe a fuel delivery issue? Had a friend with a dodge ram that had similar issue. It ended up being a partial clogged fuel filter. After a certain rpm and would lose power and sputter. Lower rpm and idle was fine. Ever changed your fuel filter?
 
I did some reading on this when I had a similar problem at about 4k. Seems as though there are 2 confirmed possibilities?: (1) loose crank shaft bolt and (2) bad ECU. I would suspect 1 first for you if you recently had a timing belt change. Check the torque on the crank bolt.

My issue turned out to be a fuel delivery problem as mentioned by another poster. Haha. It was caused by the obscene amount of forward rake I had before I cranked up my coil overs.
 
Checking the fuel pressure is probably a good idea for your next step.

Typically fuel pressure problems don't show up with no load (or at least not at the same RPM), but maybe something is really screwed up.

It could also be related to the knock sensor, but I'd think you'd get a code if that were the case.
 
Thank you for all your help, since I have a spare 4runner for parts I swapped over the crank shaft position sensor. Issue fixed !!!!

Exact same thing for me-
I had done a timing belt change recently and prior to this was having stuttering issues around 4Krpms (for about 3 years) and it turned out my crank shaft position sensor had broken its plastic mounting bracket and was wobbling around.

Upon repair, revving cleanly to redline.
 
Rev Limiter CEL

Do you know if the CEL will flash a bit if the rev limiter is actually starting to kick in?

What RPM is normal for the rev limiter to start taking effect? Is it 5,600 RPM?

Does the Rev limiter start to cut off the fuel?
