3rd Gen Questions about 2nd Gen license plate holder from swing-out tire carrier

I have a Shrockworks rear bumper (with tire carrier and jerry can holder) that I am going to install on my 2001 4Runner. I am thinking about finding a license plate holder from a 2nd Gen (the one found on the swing-out tire carriers).

Are these plastic, metal, or a combination? Is this a nice part? It looks like a quality part from the photos. How hard are these to find? How are they attached to the swing-out arm? My concern is that the salvage yard guys may not want to sell this separate from the swing-out arm. There are two lights to illuminate the license plate, so that is another thing to check out (light covers not broken, good wiring, etc.). Just trying to get my ducks in a row before I go out looking for one. I saw one on eBay for $99 which seems high.

Whoever listed that on ebay for $99 needs to put down the crack pipe. You can order a brand new one from Toyota for about $40. This is a very fair price for new OEM.

Does that part number include the license plate lights, mounting brackets, and everything else needed? If so, $40 is a very good price for brand-new OEM.

I've linked a thread from the Classics section in my most recent post (May 27, 2015). This thread was intended more for 3rd Gen owners with aftermarket rear tire carriers who are looking for a suitable/retro-looking license plate holder.

The guy on eBay said that the top part was plastic and the rest was metal. He said it was a "heavy-duty" part. I wonder if the OEM part is NOS (new old stock) or if Toyota is still making these. Regardless, I think that it makes sense to buy new rather than save a few dollars by finding one in a salvage yard.

Where should I install this license plate holder? Obviously I am doing this because I don't like the location in the center of the spare tire.

Just an update for anyone else who might be looking for one of these license plate holders from a 2nd Gen factory rear tire carrier. These rear tire carriers are more rare than I thought. I called a guy who had one on Craigslist in the D-FW area and his sold within an hour of when the ad was placed. No Toyota parts department in the country carries these new (NOS). I started checking out the 2nd Gens in salvage yards the last few times that I have gone. I have probably seen around 30 2nd Gens and not a single one with a rear tire carrier. I did a little more research to find out how rare these are and learned that they were only available in 1990 and 1991... that explains a lot.

Well, these only came in 2 years 1990 & 1991 (When the headlights were still "indented")... In 1992 and later(2nd Gen of course), the headlights look like yours, "popped out" (1994) and deleted this awesome tire carrier.. Yeah I love it, but I also like your headlights because you can change the Bulbs and not have to change the whole Headlight like on mine(1990).
