3rd Gen T4R broken antenna

I can hear the motor trying to raise/lower the antenna when I turn the radio on and off but the antenna is stuck in one position. I cleaned it with some WD40 (a trick I've had success with in the past on other cars) but no luck.

I'm guessing access is through inner fender? Anyone done this...?
