4runner does not start. Only click noise by fuse box, no check engine light

Hi. My 4runner 1999 does not start or crank. When I switch the key to the ON position. The stereo and clock go off by a moment “when holding the key to the on position”. I only hear a click by the fuse box. The check engine light does not turn on. The OB2 reader can’t read the truck. I installed a new battery, tested the alternator and it works fine. I also swapped the ECM momentarily and I still show no results. Also, the alarm does not work “plus I also unplugged the alarm” and I also don’t show any results. Any suggestions?

Sounds like starter failure (most likely), wiring problem between starter and battery (less likely), or a seized engine (least likely and very rare).

I agree with@badluck. You can verify your key wire gets 12volts at the starter with a multimeter. The small wire is the key wire and in start only position should have 12 volts.
