4runner misses and running rich

my 92 4runner 3.0 has a miss i changed the plugs/wires still has a miss its throwin a code i looked into it says TPS but when i was doing some research i came across a picture that showed me im missing a part of something i went to the parts store and they dont know what it is i am hoping someone on here can tell me what it is where to get it and if this has anything to do with what ive described

You live in CA so if you can't find the part, using the fsm or the dealer, tho the dealer in my case struggled finding parts themselves, you can try your local pick a part. Just get up real early and you can find a junked gen 2 with a 3.0 and you might be able to find the part! Good luck!

I had to pull my FSM out for the "proper" function...its called the dash pot system(DP) its function is to reduce emissions when decelerating by opening the throttle valve slightly more than idle causing the air/fuel mixture to burn completely.
