4Runner Struggling

Good morning, I've done some research in the forum but want to confirm that what I believe to the be issue, is likely the issue. I am not by any means a mechanic, but what like to try and resolve this on my own.

2001 4Runner limited
mechanically maintained since day one, all service done per manual.
not a DD, usually taken out to drive once a week if that.

recent service done was spark plugs and throttle body cleaning. But even prior to doing this we noticed that after driving for a bit, say 20 minutes, and then coming to a dead stop, when stepping on gas to take off, "nothing happens" at first, then the runner starts to move slowly. Feels like its gasping for air.

When this happens and stepping on the gas the engine doesn't reeve (sp?) but the rpms move up a bit. Eventually it takes off and operates fine. it does this sporadically, not from every take off. It also feel like the AC may be affecting this, because I can hear the AC system turning off/on, and it feels like the Runner loses and gains power during this.

I found one of the vacuum hoses ripped on each end point and replaced it, but issues continues. All other vacuum hoses appear to be in good condition.

Could the solution be to clean the MAF sensor, or any other advice on what to check?

no codes at all. I just took it for a drive to the store 15 mins away no issues.

Took about 10 mins in the store, started up again, took off and at a dead stop the issue started again. Stepped on gas and it slowly starts to move, and within a few seconds after pumping the gas peddle it will take off and continue with no issues. Next dead stop it won't do it, but then after few more stops it starts up again. I am now also noticing as i am driving down the street and I let off the gas and when I step on the gas again, the same thing is happening, no power.
 
1. Clean the IAC. Its on the bottom of the throttle body.

2. Clean the MAF with dedicated MAF cleaner. Make sure to clean the MAF wires, which reside down inside the MAF body.

3. Put some good fuel injection cleaner in the tank (Royal Purple from Wally World or even Seafoam) and give it an Italian tune up. Do they even offer non ethanol gas in CA?

4. Have a fuel pressure test performed if the first three don't help.
