Odds are that if you don't plan to alter the suspension, then you aren't going to wheel enough to justify the cost of a locker. They are cool to have, but if you use your 4Runner as a daily driver 70%+ of the time then it is not a deal breaker.
Just based on that picture I can recommend you do two things. 1. Get a can of silver wheel paint from an auto store and paint those faded center caps on your wheels. 2. Get some running board end caps being sold in the classifieds (~$80) to replace that cock-eyed running board endcap left over from removing the running boards. That will clean things up quite a bit.

I'd say paint the center caps, get window visors all the way around, get the flare end caps, satoshi, flip the tires to the white letters out (I personally prefer this look), and keep up with mantinence. Another idea is an LED gauge conversion. All of these things can be done for pretty cheap. As you look around the forum and people's builds you will see stuff that you want to do too. Then the virus is already in place and you are doomed to continue spending money on modifications and loving every minute of it.

A clean early SR5 is a sexy truck IMO. The stock front end has an aggressive look to it. This one has the "Sport Package" which basically seems to have gone forgotten because of the hood scoop hype caused by 99+ Sports.

I agree with the 10,000 3rd gens in the high school parking lot! It's because they are great vehicles. I've been lurking on Tacoma World because my son (17) just bought one. In the "What have you done to your 1st gen Tacoma today?" thread a kid just proudly taped and masked off his wheels to paint the center caps. My hint is that they pop off with a flat head screwdriver. Clean them with dish detergent and steel wool. I used Rustoleum silver metallic spray paint on mine and it's a ringer for the wheel finish. The paint has lasted a couple of years and those particular caps from 16" split spoke wheels like yours are now on his split spoke 15" wheels so they interchange.
Another cheap thing is to get some satin black Rustoleum and paint your tow hitch and any of the frame that shows on the truck. You should paint the chassis to prevent rust when you get the chance.
For black flares and plastic bumpers you can try a Mister Clean Magic Eraser to clean. I use Meguiar's Back to Black for about $4 at Walmart. Another free mod is to debadge the rear. There are videos on Youtube on how. Someone mentioned clear corners from eBay. I have those and they look great. They also sell clear bumper lights which is a nice update for about $39.
I had a white '97 SR5 I bought new with a rear locker but it got totaled. Enter the 2000 black one. Have fun with yours!
