I realize this thread is pretty much dead but I did not see this in any of the posts (or I missed it completely) and it is not in the owner's manual (or I missed it completely).
For the heat/ cooling control, the fan will automatically ramp up speed as the engine warms up then taper off as the cabin temp reaches the desired setting however the driver is able to select any of the blower locations as they see fit (feet, defrost, face, etc).
To enable it, select "AUTO" (I choose to turn off the A/C) then select the blower location you want. It will not work if you select any of the fan speeds.
"AUTO" will shut off when the blower location is selected but the fan will do its thing without the computer changing where the fan is blowing.
If you choose feet, it will remain blowing on your feet until the desired cabin temp is reached. If you are at a certain cabin temp, say, 70 and you want 80, the fan speed will increase until the cabin is at 80 then taper off.
This function remains as described until "AUTO" is selected or a certain fan speed is manually selected.

I've also noticed that if I turn on Air Cycling, depending on the settings, the 4Runner will turn it back to outside air sometimes...

Interesting and you bring up a great point.
I typically don't use air recirculation and now I'm wondering if that will affect what I'm seeing with regards to my post.
I'll have to give that a try on the way home and see what goes on.

Don't quote me on this but I think it has something to do with drying the air which helps with defrosting or something along those lines.

Just because the ac light is on does not mean the compressor is actually running. The compressor clutch is only cycled when cooling or dehumidifying is neccessary such as in defrost when condensation is needing to be removed from the windshield. If the cabin is warmer than the air coming out of the vents the compressor does not come on. Its a very smart system. Dont think of the indicator light as "on", but "auto" instead. The button is there to disable it, not to turn it on.

It is fly by wire accelerator control so it does not have to move the pedal.

I found this out the other day while loading up the car at a hotel... You can start the car and have it warming up and lock the doors with the valet key in the driver door or rear hatch. My 3rd gen had remote start on it and I guess I'm too cheap to get it at this point. Just a little peace of mind if you want to let the car warm up for a bit without worrying about someone helping themselves to your stuff...

This is how to program a new remote!!!
1. Start with the key out of the ignition, drivers door is open all others closed and drivers door is unlocked.
2. Perform these steps within 5 seconds. A. Insert the key into the ignition(Do NOT Turn) Pull key out. B. Insert the key into the ignition(Do NOT Turn) Pull key out.
3. Perform these steps within 40 seconds. A. Close then open the drivers door. B. Close then open the drivers door. C. Insert the key into the ignition(Do NOT Turn) Pull key out.
4. Perform these steps within 40 seconds. A. Close then open the drivers door. B. Close then open the drivers door. C. Insert the key into ignition and leave it in ignition. D. Close the drivers door. E. Turn the ignition to ON (Do NOT Start) then back to OFF. F. Remove the key from the ignition.
5. Within 3 seconds, the power door locks should lock then unlock automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.
6. Perform these steps within 40 seconds. A. Press the lock and unlock buttons on the remtoe simutaneously for 1.5 seconds. B. Immediately after letting go of the lock and unlock buttons, Press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should lock and then unlock once indicating successful programming. If the door locks cycle twice, repeat steps A and B in step 6 as the remote was not accepted. C. Repeat steps A and B in step 6 for each new remote.
7. Open drivers door.

I don't know if I am reading this right... But this is what I have experienced for myself.
When the AC light is on. The compressor will cycle as you mentioned, irregardless of directional setting on the selector, the temp setting or recirc/fresh.
When the flow is directed to FOOT/WINDSHIELD or WINDSHIELD the AC compressor will cycle no matter what... (whether the AC light is on or off it doesn't make a difference the vehicle will "dry" the air before it sends any of it to the windshield.)
Awesome...I gotta try this when I get home.
