Some of the information above isn't correct, there were engine upgrades outside of the new SAE ratings.
He asked if it was true that the '03 V6 had more HP than the '08 V6. The answer to his question was correct. Yes, the '03 V6 has more advertised HP, but not because the '03 engine makes more HP, but rather because of a change in the way the advertised HP is measured. No V6 engine upgrades occurred that changed HP between '03 & '08 models.
True, in 2006 there was a new SAE standard of how HP and torque is measured. Toyota and Honda under the 2006 SAE standard had their power numbers dropped, but some GM models received a bump in ratings.
Again, nobody is saying that every vehicle is affected the same way by the new rating system for HP. It is true that some GM vehicles received a bump in HP (I believe that applies to the Corvette), but probably 99% of all vehicles had a lower advertised HP rating under the new system, regardless of the vehicle's manufacturer.
