I'd love to go with the flush mounts for the best optics, but there are strict license plate laws in CO. Will I still be able to leave my plate mounted with the flush mounts? Or will I need the stealth mounts to leave the license plate in tact...

maybe i should look into relocating the plate

Relocation is the only way to go. Thebplate will block over 30% of your LED if you leave it in place. Go on Amazon and search for "license plate mount". The first few will be mounts that have a bunch of mounting positions so you can move your factory plate around without re drilling. I haven't tried this on a 4th gen yet, but a ton of people so it for Tacomas!
