I haven't to the OEM stuff, but you are on the right track... I would just remove it and refinish it.
If you are going to rattle can it I recommend this stuff for both paint and primer. I used 4 cans total, 2 primer, 2 paint, with a little left over for future touch ups.
Its what I used on my sliders and has held up very well over the past year. That includes standing on then constantly to get stuff on and off the roof, and in and out of the truck. No chipping or flaking. Underside and taken some abuse off-road and even that holds u great. Its also easy to touch up if you breach the primer on the rocks.

I used rustoleum primer and bedliner spray to refinish a set set of sports tubes.
I removed the end caps and steps. Then I scrubbed them down with degreaser. Let dry. Did some light sanding all over. Wiped them down with a wet rag. Let dry. Did 2 coats of primer and 3 coats of bedliner spray.
