What’s the safe speed for the 4wd system to be active?

There is no speed limit once it's active. Drive as fast as you feel comfortable.

My j shift type shouldn't be shifted into 4wd high above 50 mph.
It can be shifted out of 4wd high at any speed.

I've driven at highway speed with my J-shift, no problems. When you shift, be certain all four wheels are turning at the same rate - no wheel spinning! I have a five-speed and depress the clutch as I would with any other shift. I engage/disengage as needed on the highway. Again, never had a problem.
