$7300 for 2019 nautical blue paint job?

Is there a 'normal' price for anything anymore? Did you shop around a little, I'm sure you would get five different quotes from five different shops.
$7300 seems on the lower end of a reasonable price range. For a factory respray, done properly, it's usually $8000-$10 000 for a sedan. Now, I'm in Canada, so our currency converts to a lower price for you($5800-$7300). A truck would usually be a little more than that. I'd check with the body shop to make sure they properly disassemble the vehicle and remove glass. If they do and have a car that you can check out yourself over there to see the work, then it could be a fair price.
That aside, how bad is the paint really? Have you spoken to a detailer to see if anything can be done to bring it back to life without spending nearly as much?

The clear coat is gone from top 3/4 and there is ashing on many other areas.
I have two other places but I just can't see spending that. It won't get driven any more miles with new paint.
Here is a screen shot. The blue one top has no clear coat.

Depending on what the other ashy areas look like, I'd honestly just have the roof sanded somewhat smooth and wrap it black or something. I wouldn't opt for a full respray. But detailing definitely won't help with failed clear coat.
For what it's worth, I am the owner of a detail/wrap/PPF shop and have been operating for 18 years. You don't want a cheap paint job as it will likely come with issues over time. I would opt for the wrap.

10 yrs down the road can a wrap be removed with no harm to the pain underneath it? (I'm thinking of wrapping my hood)
If you wrap it with vinyl, the life of it is usually 3-5 years. An annual inspection by the wrap shop is recommended as of year 3 to ensure what life is left in the wrap.
If you wrap it with coloured PPF, then the product can last 8-10 years no problem with no harm to the paint underneath.
They use different adhesive technologies and have different levels of UV resistance which causes wrap to fade/degrade faster. If you're just doing a hood, and you can afford a couple extra hundred, go for PPF.
So turtlewax hybrid wash and wax ceramic won't protect the body at all. I understand the clear coat will still come off.
Correct. Any form of wax, sealant or ceramic coating is only a protection applied to the top of healthy clear. If the clear is fading or worse, has failed and is peeling, none of those products will help. Repaint (or sand and wrap over) are the only options to fix it.
Thank you. I got a quote for a roof and spoiler wrap from one place. Still looking but I think this is the way. Bad thing is they don't prep the bad areas before wrapping.

If you're looking for another option, I had my 3rd gen painted in 2017 and went with a single stage paint. It oxidizes, but can be polished out to look almost new. There is no clear coat to go bad. It's not as shiny as a 2 stage job, but I think worth it if you're going to keep it for a long time. Also, since it's only one stage, it was cheaper than a 2 stage paint job.

I washed the 4runner. The only issues are hood, roof and trunk lid and spoiler. I called the original paint guy, who gives lifetime warranty, and got a new quote for $2100 for those items. That's what I'm going to do.
I would have done ppf on those areas but the cost would have exceeded the paint and I could not find anyone that prepped first. It would need prep.
