'91 check engine light

We have a '91 4runner. We have changed the plugs and wires but the check engine light is still on. The truck loses a significant amount of power when the light comes on. Could it be the distributor cap? Any suggestions as to why the check engine light comes and the truck loses power? Thanks

Start with checking the codes its giving you. Google search how to check the CEL. Last thing you want to is guess and waste $$.
 
Read the codes to find out WHY the CEL is on.
You don't need a scanner, it's a simple DIY thing that is in one of the FAQs that's Stickied at the top of the page.
 
As the other recommended, I would check the codes. You might also consider replacing your EFI relay ($12 at the dealer) which can cause the troubles your describing.
