94 4runner

94 4runner 3.0 auto it seems as if i have to let my 94 heat up all the way
before my tranny will shift past 3rd i think i am doing like 3000 rpm at 40 mph
untill it warms up then it shifts and i have real lack of power realy noticeable
going up hill 94 is not lifted pretty much stock with 32/11.5/50 tires and 198000
miles on it any replies would be greatly appreciated

1. By design the trans will not shift into OD until it's warmed up.
2. The loss of power could be a clogged cat conv.
