'94 runs very rough at 1700 RPM

I have changed the plugs, the MAF (it was throwing a code) and run injector cleaner through it. It is running much better but still far from perfect. It is most noticeable at 1700 RPM's. It also seems to have very little power climbing hills at higher speeds. What should I do next?

Any help is appreciated.

as for the hill climbing at high speed welcome to the 3.slow club it does that stock!!!!
try a new fuel filter and check for vacuum leaks. then check back with a update!

I checked everywhere for a vacuum leak with WD-40. Found nothing. I'm sure a fuel filter couldn't hurt, but would it only be problematic at a specific RPM?
