If that's your truck then I'm really sorry - I hope you are okay.
I can't answer the second question. As to the first: That truck looks somewhat like what my 2000 4Runner truck looked like when it was declared wrecked - and it was an easy decision for the shop to make (the guy pretty much didn't even bother going through all the details of what it would cost to fix it - it was a goner). If you can, have a look inside and see if the radiator has been shunted back into the engine - that ought to give you a pretty good idea (quite aside from frame damage). I'm assuming the axl is broken too.

I wrecked mine in January and fixed it myself. I guess it would all depend on what you have for frame damage if any. My frame was untouched and fixing it was not as bad as I first thought it would be.
