1997 Toyota 4-runner Limited 4WD, 3.4L V-6, 183K. When cold or sitting for a few hours when starting up and put it into gear (either D or R) the vehicle will not move. I rev the gas and eventually it "breaks loose" and drives fine with no further problems. I parked vehicle on hill and got the car to show symptoms, put it into neutral and would not roll. Put car and 4WD into neutral and still wouldn't roll. Took all wheels off replaced front pads (they they were 3/32). Checked rear brakes and had plenty of pad and no obvious signs of heat damage or scarring on drum. I have two guesses, but not sure how to diagnose. I've heard a collapsed brake line hose can cause these problems. My other guess is that there is a problem with the e-brake line, but car sticks even without setting e-brake. Any help is appreciated.

97 Runner getting stuck when cold

So it's been awhile, but it's been determined it's not a tranny issue, it's a front brake issue. Removed front calipers and rotors and found on passenger side that the inside of the rotor was scarred up as if the pistons on that side were sticking. Replaced rotors and calipers, but problem is still there. My next guess is that there is apparently a proportional valve within the braking system and I am wondering if it is not evenly distributing pressure to the pistons in the caliper. If anyone knows anything about this valve or any other ideas please let me know. The calipers and rotors needed replaced anyways, but i'd hate to throw more money at this problem.
P.S. it's not a cold issue, it seems to only do it at low speeds. Thank you.
