99 runner not starting

Just wondering if anyone has had the same problem as me before. I have a 99 4runner LTD with V6 and all the options that were available in 99. Its got 328000kms on it. I bought it at 300000kms. What is happening right now is when I turn the key nothing happens even when I have it charged up or jump it with my car. I have been having problem with the battery dying often and having to jump it but it always started when I jumped it. It has had a new battery. I found that it is drawing about 70mA when off. I also put new contacts in the starter which it needed. It doesn't even click anymore. Swapped the starter relay with the one from my 2002 echo and it didn't help. It may be a had ground to the starter possibly. THe relay does click but the starter doesn't make any noise. My car has a wheel bearing that I need to change so I gotta drive my old 92 pickup with the 1kz-te in it for a few days. Its at 513000kms but still runs everytime. Great motor in that truck but the body is gone.

its possible the starter solenoid is bad . bench test the starter and let us know. check your battery post make sure everything is connected

Before you pull the starter, use a test light and check for 12V+ with key in start position at the black wire connector on the starter (the small signal wire, not the big power wire on the screw. Then check that one, too, for full time 12V+.) You can reach in through the wheel well.

That will tell you if the problem is in the starter or truckside. Pulling the starter when you don't need to could really cause you to hurt yourself kicking hard, immovable objects. With new contacts, I bet the problem is truckside. So next task is to confirm that and determine if the issue is in starter signal circuit or power cricuit.

I am thinking that it is a problem with something running to the starter. I hear the relay working but no click on the starter. Could be corrosion from all the salt on the roads around here. Hopefully get a look at it tonight or tomorrow. Will get my DVOM out.
 
Well i have no power to the starter solenoid. So checked at the connection from the fuse box on the driver's side. No power there when the key is turned. So check behind the relay. No power there. The starter relay gets its power from the park neutral switch so now I need to check that. I think it's under the shifter. Is that correct? Just tracing the power back through the circuit.
 
Well I'm just waiting on parts now. The ignition switch sends power to the fusebox and the fuse is good. No power to the control side of the starter relay so it has to be the neutral switch. Starter works when jumpered and the truck starts and runs when jumpered. Also I got a code when it was running. From the tranny temp sensor. Using torque pro on my phone it was reading -40. I'm in NW Ontario but it's definitely not cold right now. So that is coming as well.
 
Well I will certainly try that when I have it off before changing it out then. Thanks for the advice. It has been acting weird for a while electrical wise this could be the whole trouble.
