So you're asking a question, don't like the answer, and just stick with the first wrong opinion? Silly. 99 springs for 2 fronts should be no more than 80 bucks.
 
I'll give you another "wrong" answer, $180 is too much, I paid $115 for complete fronts (struts, springs, and top plates) and rear springs with low mileage.
 

Yes, I know but the problem is the shipping cost. The $180.00 price is at the local dealer. Recently (10/17/12) I bought the OME 906 coils at Off-Road Equipment for the Serious Enthusiast and the total cost was $225.00 including the shipping to PR; today is 11/04/12 and the 906 coils not arrive yet. For this reason I prefer to made the buy of the 99 tall here at the local dealer. Thanks for your suggestion.
 
by the way, any suggestion about which shock can be used with the stock 99 tall and OME 906 springs are welcome. I want only a little lift and a good ride.

Given your location, the dealer might be the best bet. You might see if a local 4WD shop can get the springs and shocks for you. They probably won't charge shipping (at least local shops around here don't - it's built into the prices).
 
I have the Tokico Trekmasters on all 4 corners for my truck. I have 99 coils up front and PP coils in the back, and I love how smooth and responsive it rides for me. Not sure who would ship to PR though.

I would avoid tokikos if you want to be able to stay on the road for washboards. Big bumps and loads they do great. Tokinos seemed to ride a lot better with 200lbs of gear in the 4runner
