A/C issue

I have had a 93 4Runner 6cyl for about 5 years. The A/C has always had an issue where when you turned the blower switch on and nothing will happen (no light on A/C switch, no blower) and then suddenly a few minutes later it all kicks on and will blow cold air. A while back, it added not cooling to the mix. Still delays when comes on, now blows warm air. A/C clutch doesn't engage and condenser fan does not come on. I have checked all of the fuses and they look good.

Any ideas? Are there relays I need to check? How do I check them?

ETA: Checked that there is power to both CDS relays. I don't know how to check the relays for function.

Ok figured it out. A/C cut off switch due to low freon.
