is this an open circuit in solenoid relay circuit code? If so what does that mean?

Im trying to get my ABS light to go off.

Circuit description: this relay provides power to each ABS solenoid. After the ignition switch is turned on, if the initial check is okay, the relay goes on.

ABS code C0278/11 occurs when either of these conditions continue for .2 seconds or more:
1. ECU terminal IG1 voltage is 9.5V to 17.0V and the ABS SOL relay is on, however, the contact point of the ABS SOL relay is off.
2. With ABS SOL relay on, ECU terminal IG1 voltage becomes 9.5V or less and the contact point of the ABS SOL relay does not become on.

Trouble areas:
-ABS SOL relay
-ABS SOL relay circuit

Pretty much copied from the FSM. Either the relay is toast or there is an issue with the circuit.

Shoot, makes sense now. I don’t have the relay in. Forgot about that. I pulled it out when I had my original abs issues with a broken wire I couldn’t figure out and got pissed and yanked the abs relay out and broke it. Guess I should get another one
