Did you check the code yet? On my 4Runner, I only had to replace my O2 sensors.

Check engine light is not on so I don't believe it is the oxygen sensor. Showed a low voltage code several months ago.

Do they plug in and do a readiness check of all the emissions related systems? If it's 02 sensor related, it will show up even with a generic OBDII scan... I guess passing/failing depends on whether they choose to scan if they don't see any lights on the dash..?

ABS and VSC may fail a safety inspection, but if your state only does emission testing then you should be fine. Only a check engine light, which can be emission or engine related, is an auto fail.
