it's a multipurpose relay swap it out with one in the engine bay fuse box and see if it eliminates the clicking. If so, then put in a new denso or Toyota relay.

Hey yes it’s 2000 sr5 j shifter so what it does is it has constant voltage to blue solenoid and when I switch it it stays on blue and and brown jumps erratically but power never stops going to blue vsv valve, if I change the hoses it does engage and disengage

The SR5 system is ridiculously simple. You have already verified the mechanical side of the system works, which is good.

Now you just need to check the transfer case position switches, then the ADD relay operation. Once of those is bad, most likely.

Do you fix it? i have exactly the same simptoms.

Sounds like the ADD relay is getting an unreliable signal. This may be a bad switch or bad wiring. I'd start by unplugging the transfer case position switches. If that stops it, you have isolated your problem. If not, you will need to get to the ADD relay and see what each wire is doing when you get the clicking noise (set multimeter to voltage and 20V range). Chewed or frayed wires touching each other might cause the same issue.
