Odd bumper issue...

So I've had my 4Runner now for about a week, and definitely love it, but there is one thing that has been bugging me more and more each day. This...

It only appears on the top half of the front of the bumper. You cant feel it, nor can you just simply wipe it off. I've even tried some polishing compound and some good ole fashioned elbow grease but nothing...

I find it a bit strand that only a section of the bumper has is (Was the bumper removed at one point? if so why? should i be worried?)

Anyone have any idea what the hell this is and what will get rid of it?

I have no idea what it is but my miracle cure for chrome bumpers is aluminum foil dipped in Diet Coke. Cleans rust and almost anything else.

EDIT: Is it chrome or painted silver?? If it's painted, disregard the above.

Looks like someone sprayed something on it? Maybe when they were cleaning it they used a very caustic all purpose cleaner and "etched" the bumper?
Maybe they sprayed wheel acid on it by mistake??

But it looks like it's Etched and probably would have to be repainted to correct it..
