your height measurement request has too many variables to give you an exact number (stock roof rack or aftermaket, 2019 TRD roof rack, actual tire size, precise lift measurement, etc) short answer is typically just low enough to use a 7' garage, usually...

Check out a few pics in my garage.
Icon at 23.5 front and 24.5 rear.
Fits with stock rack in garage without issue.

I replaced the front with ICONs 2.5 ext travel with SPC UCAs and it rides soo much better. No more nose dive with ABS engaging, that drove me nuts how if someone cut me off or a quick redlight just threw the car into an ABS skid. I cant recall ever having that happen to me since replacing the front with ICONs. The overall ride is a little stiffer but I very much like that as you can feel the feedback of the ground, I felt like that TRD Pro bilstein suspension was a little too mushy. I replace the rear coils with dobinsons and kept the factory TRD shocks for now, it rides just fine I've had them on for at least 5k miles now. Since the front is a coilover you'll be able to adjust the height, so your question about height to roof is subjective.
In a nutshell the stock TRD Pro is 1" taller in the front and same height in the rear over SR5, Trail/TRD Offroad models. With ICONs I lifted my front about an extra 1-1.25" over TRD Pro and lifted the rear an extra 2-3". Given the advice on this forum you typically dont want to go over 3" in the front over base model as you'll run into problems with your CV boots tearing. After my lift the inner boot's fins are touching ever so slightly, i've been meaning to stretch it out a bit just havent got around to it.

My front is set to 2”. I’m still under 6’6”. It gives a little extra clearance without excessive preload. The ride is very smooth, and the handling is excellent even without a front sway bar. If you’re looking at Kings or Icons, the benefit is travel, not necessarily lift.

1) there is nothing special about the Pro; it's compatible with same suspension components as every other trim level of the 4Runner. note, however, that in order to lift you will be removing what is arguably the only special part of the Pro trim: the shocks & front springs.
2) the ride quality of a proper suspension upgrade from most any quality manufacturer will of course be leagues better than any inexpensive spacer lift.

My Kings are definitely stiffer, HOWEVER I love them. The Pro suspension was nice, but very mushy. Too mushy for my liking, and I really didn't like the crazy nose dive when you brake, or the super body roll feeling going around turns. With the Kings, it's not as plush, but as a result the handling feels a lot better, less body roll around turns, way less nose dive when braking. And, being able to have a 3" lift and stuff 33s underneath is nice, rather than being at a 1" lift with the pro suspension and only being able to run 31s.

Black Friday sales not so much and King Group Buys are rare, but they do happen. Usually in the Spring and Summer when sales figures have dipped. I've never seen more than 15% off, but the way I figure it saves on shipping. They usually happen when a highly motivated forum member becomes a pit bull and really works hard to dig up a vendor. The problem is you don't have a time line until you find one, you have to have done a lot of research before hand, and your eyes start to bleed because your always checking the forum for the possibility of a GB. Kings have become so popular the online dept. stores are carrying them now. But getting someone to consult on your order decisions can be hard to find. Total Automotive Performance (forum sponsor) has the most frequent sales, and they are a good knowledge resource as well. I have always been happy with anything I've ordered from them. Solid Company.
