Yes, it's normal. They are called DRLs - Daytime Running Lights. Many newer cars come equipped with some form of DRLs.
It's quite easy to disable them. Follow this writeup and you should be good:

Just remember, in the above write up, you do not have to install the on/off switch unless you just want to. I personally did not install the switch...I just snipped the correct wire and went about it. Works great.

Oh and if you've got oem fog lights, check out the "Fog Light Mod" while you're at it...it's an easy mod to do and gives you greater control of the fogs themselves:

I installed some off road lights and wired them to a relay off my high beams. There was some current going through into the relay when just the DRL were on. This caused the relay to keep switching on and off very fast (was really annoying). If i turned the headlights on there was no problem. So i disabled the DRL and it solved that problem.

Many reasons why I disabled my DRLs, but here is the 2 main reasons:
1.) At the time, I was running aftermarket bulbs...bulbs that tended not to last long if run continuously.
Now since my recent HID projector retrofit (As seen here: Click Me), I definitely have no need for DRLs. Running HID bulbs at 50% power just does not work...especially in a vehicle in which they were not originally designed for. (Had I not already disabled my DRLs, I would surely have done it before installing these.)
2.) When I first purchased my 4Runner (and while it was still in stock form), I did a fair amount of Private Investigating for a local attorney firm (long story). However, the elememt of surprise is lost if your vehicle can not stay hidden, so the DRLs were the first to go on my list. Imagine trying to spy on someone at midnight and your headlights will not freaking turn off...
