Battery Failed Load Test

So back in July the dealer said my battery failed the load test. I am not sure what this means since my 4Runner starts fine every time with no problems.

I recently installed some projectors headlights on my Runner which I bought off another member. Love the projector headlights!!! Since this, when I turn on the headlights lights one or the other bulb doesn't turn on. I turn off the lights, turn them back on and they both turn on with no problem and remain on with no flickering or anything.

I have PIAA fog bulbs which I bought in Feb 2012. This morning the driver side fog bulb did not turn on. So I turned the fogs off and then on, and now the passenger side fog does not turn on either. Would the battery be causing this to happen, considering the dealer said it failed a load test, or should I check the fog light fuse? I find it hard to believe the PIAA bulbs would burn out this fast since I have used PIAA before and they last a long time.

Is the fog fuse under he drive dash or in the engine bay? thanks.
