So if some jerk off thought they were funny and snag a parking spot I was pulling into and just stroll off like they didn't see me...could I attach my winch to that rig and pull it out of that spot , if I had a winch. And this is theoretically speaking of course.

In theory yes, their vehicle could end up sideways between 2 cars with a winch.
