Binker Arm probles.

i am hoping someone can give me some insight here. when i hit my blinker to turn left sometimes i can hear it blinking but it really isnt flahing. if i fanesse it i can get it to work. i dont have any light out. also my head lights say on all the time. how hard it is to get this replaced and how much would it cost if that is the problem. i have a 2001 sr5

Should be a direct plug in swap. If I'm not mistaken, just need to pull the steering column cover off and two screws hold it in.
Unplug the mast and replace with a new one.

You have daytime running lights. This has nothing to do with your turn stalk problem.
