brake booster or master cylinder

i have a 2000 4Runner ltd and my brake pedal was rock hard and taking some time to stop. Then my rear brakes were seizing up on me so i loosen them up a little I thought i put them on to tight when i replaced my rear axle seal due to a leak so i also did the brakes. After i loosed the rear brakes up all 4 of my brakes don't want to work the pedal goes down like it has air then depresses all the way down i already checked the lines for air

How is your emergency brake working? You may want to check the bellcranks for seizure to the drum, even though you don't live in a rust prone area.

the bellcranks seem fine the emergency brake doesn't really do anything it kinda stops it a little but not how its supposed to

Did you bleed the brakes? If so, then did you let the MC go dry at any time?

i did bleed the brakes the master cylinder never went dry one me. i just checked the vacuum lines on the brake booster i'm getting suction out of the intake manifold the brake pedal feels week i'm thinking its the brake booster.
