Braking doesn't respond?

I have a '97 4Runner 3.4L V6. I've drive it daily and i noticed. When I break to slow down because of a stop light. I slightly hit a dip while i'm brake, my "brakes?" made noises and it didn't stop completely. So basically, everytime I brake and i hit a bump, it made a screeching noise and didn't stop until 1-2 ft later. I'm not sure if this is my normal but my dad said the anti-lock brake is working. But if it did, i should of stopped immediately? Hopefully i stated that clearly. Sorry:bash:

It's normal. This is the one of the weak spots in 4Runners. ABS is supposed to help you in slippery road conditions, because then a locked tire will require longer to halt than a rolling tire. But on dry pavement, when it hit a bump or sand, it actually causes you to increase your braking distance. That behavior made me run into a tree @ 3-4mph, yes you heard it, ABS prevented me from stopping from 7mph down to 0 in 20 feet and I hit a tree. It's stupid, but you can't do anything about it.

My advice is to just be aware and ready for it to happen. Drive more carefully and plan things, and if you do, nothing bad will happen.

of course i would be slowing down because of a stop light, but then there would be a small pothole and so my brakes would be screeching. but if it's normal, i guess i'll be more aware of it and slow down faster.
