Burning Electrical(?)

I have noticed for a while now, on my 2000, an occasional burning electrical smell in the cabin. I can't tell what it is... it seems similar to burning brakes. But it is very strong at times - I almost need to hold my nose. I have stopped the car and opened the hood to try and find the source but I can't find the smell at all, and the smell comes and goes so randomly I can't tell if it has just gone away or not. I don't know where it is coming from or what is causing it, but it makes for a very unpleasant ride. I smell it more often with the windows open, but even with them shut I can still smell it. Brakes? Electrical? What do you think? Anyone with the same issues?

Also, I don't know if these are related, but my E-locker has stopped working. It won't engage anymore. Electrical problem?
