buying a 4runner

I really want to buy a 4runner. I like the looks and what they offer. But I'm looking at the 1999-2002 range. I found a nice car and want to know what a good price would be to spend (the vehicle must have low mileage).

Well its on Ebay. They want $12,500, or highest bid, which is over my budget. I was thinking of calling them up and driving to test drive it (2 hrs away?) and then buy it there without having to deal with ebay. Also could talk it down. I'm not spending $12,500 though.

What do you think?
