Buzzing from under dash

Hello all, just bought my 03 4runner on Friday.

I am fixing a few things that are not "right". One of the few problems is a buzzing sound that comes from the lower-side/center of the dash on startup.
You don't even have to start the engine, you can just turn the key on and it will start.

It goes for around 10 seconds and stops, it is pretty noticeable. I also discovered that if you switch the vents to the floor, they barley blow out the floor and continue to blow out of the top vents....so may or may not be related to this, but could it be an actuator for the A/C system?

What are your thoughts

Press the brake pedal a few times with the key in the On position, does it still make that sound afterwards? The 4th gen's brake booster is electric.

look to see if you rear defrost is on just for ****s and giggles. my grandmas car not a toyota but i know sometimes if her rear defrost is on it makes a buzzing noise under the dash. and one day i was hearing it and turned off the rear defrost and it turned off and thats how a figured out where that noise was coming from. just thought i would throw that out there it may or may not work but it only takes a few seconds to check. oh it did when the key was on and not started also.
